This Court, after having heard the learned counsel for the petitioner and after having gone through the contents of the affidavit filed in support of this application, absolutely does not find any sustainable reason for condoning the abnormal delay of 2662 days in filing the review application. The arguments adversed by learned counsel for the petitioner on the merits of the review application are totally irrelevant for considering this application. Hence, they are not being adverted in this order.

2. This Court, also taken note of the fact that the respondents are aware of the order passed by the learned Single Judge dated 20.01.2011 immediately thereafter, on filing of the contempt petition No.186 of 2012 by the writ petitioners. Inspite of the same, the petitioners herein have not taken appropriate steps nor able to explain the abnormal delay in filing the review application.
