The claimant, who is the Class-II legal heir of the deceased one Venugopalan, has filed the above original petition seeking to grant Letters of Administration placing reliance upon the Relationship Certificate issued by the Tahsildar, Mylapore, dated 11.02.2014.
2. The petitioner is the sister of the deceased Venugopalan. The records available would indicate that the deceased Venugopalan died without marrying as a bachelor. He also died intestate. Placing reliance upon the Relationship Certificate issued by the Tahsildar, Mylapore-Triplicane Taluk dated 11.02.2014, patta and all the revenue records pertaining to the schedule mentioned property belonged to the deceased were changed in the name of the petitioner. Now seeking letters of administration to the schedule mentioned properties being the source certifying heir of the deceased, the present petition has been filed.
3. Before the learned Master, the petitioner has examined himself as P.W.1. Due publication has been made and filed the following documents viz., Exs.P1 to P11:
1. Ex.P1 is the certified copy of sale deed dated 03.03.1988 registered as document No.916 of 1988 at SRO Kodambakkam in favour of petitioner's brother S.Venugopalan.

Ex.P2 is the photocopy of patta bearing in patta No.529 in respect of the property standing in the name of deceased S.Venugopalan dated 09.09.1988.

Ex.P3 is the computer generated death certificate of the petitioner's brother S.Venugopalan, who died on 10.11.2013.

Ex.P4 is the original relationship certificate of the petitioner dated 11.02.2014.
5.
Ex.P5 is the computer generated death certificate of the petitioner's mother G.Kuppu alias Lakshmi, who died on 25.10.1984.

Ex.P6 is the photocopy of Property Tax Demand Card in the name of deceased S.Venugopalan.

Ex.P7 is the photocopy of Voter Identity Card of the petitioner.
8.
Ex.P8 is the photocopy of TSLR extract which stands in the name of the petitioner.
9.
Ex.P9 is the affidavit of assets showing net value of estate as Rs.1,00,00,000/-.

Ex.P10 is the one copy of paper publication effected in one issue of Tamil Daily Maalai Sudur dated 09.06.2016.

Ex.P11 is the one copy of paper publication effected in one issue of English Daily News Today dated 02.06.2016.
4. Considering the averments made in the petition and on perusing the materials available on record, I am satisfied that the petitioner is entitled to the issuance of Letters of Administration.
5. Accordingly, this petition is allowed. Issue Letters of Administration in favour of the petitioner. The petitioner is directed to duly administer the properties and credits of the deceased more fully described in the schedule. The petitioner is also directed to execute a security bond for a sum of Rs.25,000/- (Rupees twenty five thousand only) in favour of the Assistant Registrar (O.S.II), High Court, Madras. The petitioner is further directed to render true and correct accounts once in a year.
