The petitioner has filed this writ petition seeking direction to the respondents to consider him for appointment as Graduate Assistant in English based on the certificate verification held on 12.05.2010 by considering his representations dated 08.09.2014 and 10.09.2014.
2.The case of the petitioner is that he completed B.A.English Literature in the year 2005, B.Ed. in the year 2008 and has registered his qualifications in the Employment Exchange. During the year 2010, his name was sponsored by the Employment Exchange and was 2/5
called for certificate verification by the second respondent. The petitioner participated in the certificate verification on 12.05.2010, however, he was not issued with any appointment order. 3.It is the further case of the petitioner that he appeared for the TET Examination during August 2013 and also passed the said test. The petitioner was again intimated to attend the certificate verification on 23.01.2014 by the second respondent and the petitioner also participated in the same, however, he was not issued with any appointment order. In this regard, the petitioner made representations to the respondents. Finding no response on the same, he has come forward to file this writ petition. 4.Heard both sides and perused the materials available on record.
5.In this writ petition, the petitioner has sought a direction to the respondents to give preference and to consider him for appointment as Graduate Assistant in English based on the certificate verification held on 12.05.2010. It is a settled proposition of law that mere participation in the process of selection does not confer any 3/5
right to be appointed. Even if a candidate is placed in the selection list, he cannot claim any unfettered right for appointment [Refer: East Coast Railway and another v. Mahadev Appa Rao and others (2010) 7 SCC 678]. In view of the same, this Court is not inclined to grant any relief to the petitioner. 6.This writ petition is accordingly dismissed.
