ORDER
The writ petition has been filed to direct the first respondent herein to consider the petitioners appeal dated 28.2.2019 and pass orders within a reasonable time to confer relaxation of promotion qualification to the petitioner.
2. The petitioner who was working as Superintendent in Tamil Development Department has got stagnated in the post of Superintendent without getting any promotion. However, the Rules provided for recruitment by transfer in the post of Superintendent of Tamil Development, Higher Education Department has been exempted in case of some individuals. Hence, the petitioner has made a representation to the respondents to extend the same benefit to him also. But that was rejected by the respondents. Hence the petitioner had filed an appeal / review petition before the Government. Since the same has not considered so far, the petitioner has filed this writ petition.
3. The petitioner is said to have been stagnated in one post for several years without any promotion. The eligibility for recruitment by transfer from the post of Superintendent is a pass in degree in Tamil. Some individuals have already been given exemption but the petitioner's case has not been considered favourably.
4. As the petitioner's appeal is pending without any disposal, I feel it is appropriate to issue direction to the first respondent to consider the appeal / review filed by the petitioner and dispose within a stipulated time.
5. Accordingly, this Writ Petition is disposed by directing the first respondent to consider the appeal / review filed by the petitioner and dipose the same within a period of four weeks from the date of receipt of a copy of this order. No costs.
