Accordingly, this petition is allowed, permitting the petitioner to serve notice to the respondents 14 to 16 & 18 by way of substitute service by publishing in a local newspaper namely 'Makkal Kural'' on or before 15.05.2024 and file proof of service by the next date of hearing. 4.List the matter on 06.06.2024.
