This writ petition has been filed seeking issuance of a writ of mandamus directing the first respondent to deal with the representation of the petitioner dated 11.04.2025 wherein the petitioner is complaining about the haphazard parking of vehicles in a particular street resulting in inconvenience caused to the residents and that in times of emergency, even ambulance is not able enter the road.

2. Heard Mr.B.Manikandan, learned counsel for petitioner, Mr.E.Veda Bagath Singh, learned Special Government Pleader appearing for first respondent and Mr.D.B.R.Prabhu, learned Standing Counsel appearing for second respondent.

In the considered view of this Court, even if a direction is issued to the respondents and the respondents act upon the same and ensure that vehicles are not parked in a haphazard manner, it requires continuous monitoring and that is virtually impossible for the District Collector and the Commissioner to keep focussing on this issue when there are major issues to be handled by them. The grievance expressed by the petitioner in this writ petition is a grievance which is prevalent through out the city. The orderliness can be reached only if ultimately the 2/4

citizens are able to attain some civic sense. Till that happens, such haphazard parking is bound to continue and this Court cannot issue directions which are not implementable. Therefore, it is left open to the petitioner to co-ordinate with the local authorities to ensure that haphazard parking is not continuing in that street. This Court has to dispose of the writ petition only with an advice to the petitioner and no mandamus can be issued in this regard.
