Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus by directing the 3rd respondent to consider the petitioner's representation dated 24.09.2019 given for the Carrier Advancement Scheme movement and Ph.D., Incentives and 7th pay commission pay scale, within a time frame to be fixed by this Court.

Mr.LS.M. Hasan Fizal, the learned Government Advocate, takes notice on behalf of the first Respondent and

Mr.K.Sathishkumar, the learned Standing Counsel, takes notice on behalf of the Respondents 2 and 3.

2. The learned counsel appearing for the Respondent 2 and 3 submits that the first representation dated 24.09.2019 of the Petitioner has no details and therefore there is nothing to be decided in the above said representation. The learned counsel for the Respondents 2 and 3 further submitted that the second representation is not only undated and therefore the writ petition is liable to be dismissed.

3. It is noticed that the Petitioner has also passed the legal notice dated 12.03.2021. The legal notice has been received by the Office of the second and third Respondents. Therefore, this writ petition is disposed of by directing :- (i) The Petitioner to enclose a copy of all the documents along with fresh representation within a period of four weeks from today and file it with 3rd Respondent.

(ii) The 3rd Respondent shall consider these representations including representation dated 24.09.2019, subsequent representation in November 2019 and the legal notice dated 12.03.2021 of the Petitioner and pass orders on merits and in accordance with law within a period of 12 weeks from the date of receipt of a copy of this order.

4. This writ petition is disposed of with the above direction. No costs.
