Respondent Petition under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the respondent to consider the petitioner's representation dated 12.04.2018 to issue Permanent Integrated Certificate to the petitioner's daughter namely 'Infant Aparna' to pursue her higher studies within a stipulated time.

ORDER
The petitioner claims to be a permanent resident of Puducherry from the year 1996 and presently residing at No.36, Thiru Vi Ka Street, Dr.Radhakrishnan Nagar, Puducherry. It is also his claim that all his family members are residing in the aforesaid address, therefore, they were issued with the ration card, voter's ID in the said address. In support of the claim, the petitioner has enclosed the copies of ESI ID card on 16.6.98, wedding invitation dated 30.10.98, family ration card dated 14.11.2006, voter's ID card issued to the petitioner and also to his wife dated 16.3.2007, Aadhar card issued to his daughter dated 22.9.2011, bank passbook of his daughter daed 7.12.2011, property tax receipt of the house premises dated 22.7.2014, community certificate of his daughter dated 13.8.
2014, which would clearly show that the petitioner is a permanent resident of Puducherry. When the petitioner applied for issuance of Permanent Integrated Certificate to his daughter for pursuing her higher studies, the respondent has not come forward to issue the said certificate. Officer of Government of Puducherry, Department of Revenue and Disaster Management, in his letter dated 27.6.2018, informed the petitioner that the Permanent Integrated Certificate is not compulsory for pursuing the higher studies. The said communication has been issued overlooking the procedure followed by the Higher Education department.
Therefore, the representation dated 12.4.2018 pending on the file of the respondent seeking Permanent Integrated Certificate to the petitioner's daughter, namely, Infant Aparna to pursue her studies shall be directed to be considered, it was pleaded.
2. The learned Government Advocate for the respondent submitted that till date, there is no order passed, however, the petitioner's representation will be duly considered on merits.
3. This Court hereby directs the respondent to consider the pending representation of the petitioner on merits and do the needful in accordance with law within a period of two weeks from the date of receipt of a copy of this order. The writ petition is disposed of accordingly. No costs.
