Petitioner has come up with this Writ Petition seeking a direction to the 1st Respondent to accept the Engineering exam arrears fee and permit him to sit in the Engineering Arrears exam to be held in November 2019 conducted by the 1st Respondent.

According to the Petitioner, he joined Mechanical Engineering course in Dr.Shivanthi Aditanar College of Engineering, Thiruchendur during the year 1996-2000. The said College is affiliated under the aegis of Manonmaniam Sundaranar University. At the time of selection, the Petitioner had not produced the Community Certificate, as the issue had been under the consideration of the Revenue Divisional Officer, Aruppukottai. Even thereafter, when the Petitioner approached the Authority concerned, they did not issue the Community Certificate. Therefore, the 1st Respondent had instructed the College not to issue Hall Ticket to the Petitioner to write the 1st year B.E. Examination. Pursuant thereto, the Petitioner filed W.P.No.4810 of 1997 seeking permission to sit in the 1st year B.E. Examination. However, the said Writ Petition was dismissed.
Challenging the same, the Petitioner filed W.A.No.489 of 1997, wherein, the 2nd Respondent therein was directed to issue Hall Ticket to the Petitioner and permit him to write the entire gamut of examinations relating to 1st year B.E.
In this Writ Petition, the Petitioner has sought for the relief of permitting him to sit in the Engineering Arrears examination to be held in November 2019. As the said period had already lapsed, no relief can be granted to be Petitioner in this Writ Petition.

In view of the foregoing, this Writ Petition is dismissed. However, the Petitioner is at liberty to approach the appropriate forum in accordance with law. No costs. Sd/- Assistant Registrar(CO) //True Copy// Sub Assistant Registrar (aeb) To:
