(Order of the Court was made by The Hon'ble Chief Justice) The grievance of the petitioner is that an appeal arising out of an order of punishment has not been disposed of within reasonable time.

2. It is submitted on behalf of the respondents that the appeal had not been filed through proper channel. It is submitted that the appeal papers are lying with the second respondent-Principal District Judge.

3. The appeal should be considered by the appellate authority on merits and in accordance with law, subject to limitation. A reasoned decision should be communicated to the petitioner within a period of ten weeks from date. W.P.No.21409 of 2021 is disposed of. There will be no order as to costs.
