By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

This Writ Petition has been filed seeking issuance of a Writ of Mandamus, directing the respondent to make endorsement in NOC drawing submitted by Mangalore Refinery and Petrochemicals Limited in respect of the petitioner's land bearing No. 118/1B of Echchangudi, Tharangambadi Taluk, as indicated in the letter dated 02.12.2025 on the file of Deputy Chief Controller of Explosives, Chennai.

It is submitted by the learned counsel for petitioner that Mangalore Refinery and Petrochemicals Limited (hereinafter referred to as 'Oil Corporation') issued a notification on 18.10.2024, calling for applications for appointment as 'Petroleum Dealer' in the District of Mayiladuthurai on SH-149. He would submit that petitioner submitted his application annexing relevant documents. The said Oil Corporation issued a 'Letter of Intent' dated 31.07.2025, appointing petitioner as a Dealer for Petrol (MS)/Diesel (HSD) at Survey No.118/1B of Echchangudi, Tharangambadi Taluk, Mayiladuthurai District. In terms of the 'Letter of Intent', petitioner was required to obtain a No Objection Certificate from appropriate Authorities.

Learned counsel for petitioner would submit that Tahsildar, Tharangambadi Taluk issued a certificate dated 28.04.2025 and that thereafter, he was required to obtain license from the Controller of Explosive, Chennai. When petitioner requested for issuance of No Objection Certificate, the Controller of Explosive indicated that the Tahsildar, while issuing the certificate, ought to have also approved the drawing plan which was inadvertently according to petitioner was not done. As a result, petitioner has not yet been issued with the No Objection Certificate by the Controller of Explosive. It is at that stage, petitioner has come up with the present writ petitioner.

5. Learned Government Counsel appearing for respondents, on instructions, would submit that petitioner may have to re-submit a fresh representation for approval of the drawing plan.

6. In view of the above submission, this Court directs petitioner to resubmit a fresh representation before the respondent. On receipt of such representation, the respondent authority shall grant approval, if it is otherwise in order, within a period of two (2) weeks from the date of receipt of the representation. It is made clear that this Court has not expressed any views on the merits of the case and it is open to the concerned respondent to consider the case on its own merits and in accordance with law.
