peaceful public demonstration was unilaterally withdrawn and quash the same as being arbitrary, violative of the principles of natural justice, and unconstitutional and consequently, direct the 2nd respondent to accord permission to the petitioner for conducting the peaceful public demonstration near Villianur Commune Panchayat, Villianur Police Station limits, on any convenient date as may be fixed by this Court and further direct the respondents to provide necessary police protection and ensure law and order is maintained during the peaceful conduct of the said demonstration.

This Writ Petition (Criminal) has been filed by the petitioner challenging the impugned communication/order of the 2nd respondent dated 29.05.2025, bearing Ref.No.963/SPW/GR/2025, whereby the earlier permission granted to the petitioner for conducting a peaceful public demonstration on 30.05.2025, was unilaterally withdrawn and
quash the same as being arbitrary, violative of the principles of natural justice, and unconstitutional and consequently, direct the 2nd respondent to accord permission to the petitioner for conducting the peaceful public demonstration near Villianur Commune Panchayat, Villianur Police Station limits, on any convenient date as may be fixed by this Court and further direct the respondents to provide necessary police protection and ensure law and order is maintained during the peaceful conduct of the said demonstration.
2. It is seen that the petitioner had made a representation to the second respondent seeking permission to conduct a peaceful public demonstration on 30.05.2025. Though permission was earlier granted vide proceedings dated 26.05.2025, subsequently the same has been withdrawn by the second respondent vide proceedings dated 29.05.2025. Hence, challenging the same the present petition is filed.
3. Now the date has expired. Therefore, this petition has become infructuous. The petitioner is directed to give a fresh representation to the respondents. On receipt of such representation, the respondents are directed to consider the same and pass orders by fixing reasonable
conditions.
4. It is made clear that the respondents have no authority to totally restrain the public agitation. Public have got every right to agitate for their right with proper and prior permission.
5. With the above observations and directions, this Writ Petition (Criminal) is dismissed.
