The very object of Rule 16 of the Madras High Court Rules, 2021 is to facilitate the writ petitioner, who is unaware of the addresses of several respondents who are likely to be affected by the result of the writ petition or where the Court considers the need for quick decision and avoidance of delay in view of numerous respondents and hence, the provision permits such a writ petitioner to consolidate several respondents together and hear them in a representative capacity.

2. In the instant case, 7 Trade Unions are sought to be collectively heard in a representative capacity. The grievances and cause of action of these 7 Trade Unions may vary. Hence, clubbing their grievances together, in a representative capacity, would not be justifiable. Above all, 7 respondents cannot be termed to be huge in number, that could cause an inconvenience to either the petitioner or the respondents, in having the writ proceedings adjudicated. Hence, the present petition seeking to permit the petitioner to implead the respondents 7 to 13 in a representative capacity, stands rejected. However, the respondents 7 to 13 are permitted to be treated as independent respondents.
