Respondents Petition under Article 226 of the Constitution of India, praying for the issue of a Writ of Mandamus, directing the second respondent, namely, the Tahsildar-Taluk Office, Chetthupattu Taluk, Thiruvannamalai District to consider and pass orders on the representations submitted by the petitioners on 4.3.2016, 10.3.2016 and 18.3.2016 respectively within a stipulated time.

ORDER

(Order of the Court was delivered by HULUVADI G.RAMESH, J.) The petitioners seek for issuance of a writ of mandamus, directing the second respondent, namely, the Tahsildar, Chetthupattu Taluk, Thiruvannamalai District to consider and pass orders on the representations submitted by them on https://hcservices.ecourts.gov.in/hcservices/

4.3.2016, 10.3.2016 and 18.3.2016 respectively within a stipulated time.

2. Heard the learned counsel for the petitioners and the learned Special Government Pleader taking notice on behalf of the respondents.

3. The petitioners are said to have submitted representations before the second respondent seeking for issuance of "Hindu-Bandi Scheduled Caste Community Certificates" stating that they all belong to the said community. However, when they admitted their children in the school, they had given their community as "Oddar" and in this regard they also gave a representation to the first respondent-District Collector to issue the proper community certificate. After due verification, the certificates were issued to them as "Hindu-Bandi Community", which is a Scheduled Caste by deleting the name of the community as "Oddar". Based on the said certificates, the petitioners have also applied to the second respondent during March, 2016 seeking for issuance of community certificates mentioning their caste as "Hindu-Bandi" community and since the said applications are pending consideration, they have come to this Court.

Considering the grievance espoused by the petitioners, the second respondent is directed to consider the representations of the petitioners dated 4.3.2016, 10.3.2016 and 18.3.2016 respectively for issuance of "Hindu-Bandi Scheduled Caste Community Certificates" and to do the needful in accordance with law after verification within a period of two months from the date of receipt of a copy of this order.
