Common Prayer : - Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus calling for the records of the first respondent herein relating to Circular No.13/2002 (PPa.2/12819/2002), dated 16.04.2002 and quash the same and consequently direct the second respondent herein to register the petitioner's Educational Qualification viz., Diploma in Teacher Training in his Employment Exchange without evaluation certificate.
