Writ Appeal was dismissed vide order dated 12.09.2022. The circumstances leading to the recording of the order dated 12.09.2022 need to be seen vis-a-vis the earlier order dated 09.09.2022. The arbitrariness on the part of the officers vis-a-vis the lady employee has continued even now, may be in different form. The order sheet shows that sufficient accommodation has been given to the State Authorities, at the request of learned Additional Advocate General from time to time. No further accommodation can be given to the officers now.

Before further proceedings, including coercive proceedings are instituted, the Director of Rural Development & Panchayat Raj Department, who was Appellant No.1 in the appeal needs to be asked certain questions, through his higher Authority. For this reason, the presence of the Secretary to the Government, Rural Development & Panchayat Raj Department is required before this Court on the next date of hearing.

Learned Additional Advocate General states that this will be conveyed to the concerned officer(s) at his level. 4.
