third respondent pertaining to the notice dated 28.6.2016, quash the same and to consequently direct the second respondent to dispose of the appeal petition dated 7.4.2016.

2. Heard the learned counsel for the petitioner and the learned Special Government Pleader taking notice on behalf of the respondents 1 to 3.

Having heard the learned counsel on either side, it is for the first respondent to hear the petitioner as well as the fourth respondent after due notice to them and to pass necessary orders in accordance with law within a period of one month from the date of receipt of a copy of this order, taking into consideration all the contentions raised by the petitioner visa-vis the reply of the fourth respondent. Till such a decision is being taken, status quo shall be maintained. With this observation, the writ petition stands disposed of. Consequently, W.M.P.No.21168 of 2016 is closed. No costs.
