Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying to issue a writ of mandamus, directing the 2nd respondent to consider and pass orders on the Application filed by the petitioner, under Section 12 r/w. Rule 14 of the Tamil Nadu Patta Pass-Book Act, 1983, dated 5.11.2012.

Heard the learned counsels appearing on behalf of the petitioner, as well as respondents 1 to 3.

2. At this stage of the hearing of the Writ Petition, the learned counsel appearing on behalf of the petitioner had submitted

that it would suffice, if this Court passes an order directing the 2nd respondent to pass orders on the Application filed by the petitioner, dated 5.11.2012, under Section 12, read with Rule 14 of the Tamil Nadu Patta Pass-Book Act, 1983.

3. The learned counsel appearing on behalf of respondents 1 to 3 has no objection for such an order being passed by this Court.

4. In view of the submissions made by the learned counsels appearing on behalf of the parties concerned, the 2nd respondent is directed to pass orders on the Application filed by the petitioner, dated 5.11.2012, under Section 12, read with Rule 14 of the Tamil Nadu Patta Pass-Book Act, 1983, if it had not been disposed of till date, on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order, after giving an opportunity of hearing to the petitioner, as well as respondents 4 and 5, and the other persons concerned, if any. The petitioner is directed to furnish a copy of the Application, dated 5.11.2012, to the 2nd respondent, along with a copy of this order. However, it is made clear that this Court, by this order, has not expressed any opinion on the merits of the matter.
