Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus call for the records on the file of the second respondent in Pro.Na.Ka.No.8751/A4/2004 dated 11.09.2012 imposing a punishment of 'Stoppage of increment for one year without cumulative effect', to quash the same and to issue directions to the first respondent to promote the petitioner as Health Inspector, Grade-I, with retrospective effect from the date of promotion of his immediate junior with all consequential benefits.
