Learned counsel for the petitioner submitted that, as per Rule 17 of the Tamil Nadu Public Service Commission Rules of Procedure framed by the Tamil Nadu Public Service Commission, the Secretary acts on behalf of the Commission and, therefore, the appeal is filed by the Secretary of the Commission.

Satisfied with the reasons stated in the accompanying affidavit, this miscellaneous petition filed to accept the cause-title is allowed.
