ORDER
This Writ Petition has been filed for the issuance of a writ of mandamus to direct the respondents to consider the petitioners' training certificate course on the Veterinary Nursing Assistant for the post of Livestock Inspector - Grade II in the existing vacancies of Animal Husbandry and Veterinary Services.
2. The third respondent has issued a notification on 02.12.2019 for training 583 posts in the cadre of the Lifestock Inspector - Grade II. As per
the said notification, a pass in 12th standard is fixed as qualification for the candidates for applying for the said posts. According to the notification, the trainees who have completed 11 months training as Veterinary Nursing Assistant will be posted as Lifestock Inspector, Grade - II. The petitioners who have done a certificate course in Veterinary Nursing Assistants are claiming the benefit of appointment of Lifestock Inspectors - Grade II.

The one and only point raised by the learned counsel for the petitioner is that as per the RTI information furnished to the petitioners, the third respondent has informed them that those persons who have undergone Veterinary Nursing Assistant are considered to be appointed as Lifestock Inspector and the said proposal is pending with the Government. Despite the attention of the Court was drawn to the notification dated 02.12.2019, no call letters or selection letters sent to the petitioners were shown to claim that they have undergone 11 months training as Lifestock Inspector - Grade II as per the notification dated 02.12.2018.

The limited claim of the petitioners is that since they have secured a certificate in Veterinary Nursing Assistant and the Government is considering the persons who had undergone training as Veterinary Assistants to be appointed as Lifestock Inspector - Grade II, a direction should be given to the Government to appoint the petitioners in the existing vacancies of Lifestock Inspectors - Grade II.
5. The petitioners who have not applied to any post which has been called for have come out with this writ petition by claiming strange reliefs. The petitioners themselves cannot equate the certificate given to them in Veterinary Nursing Assistants as a qualified trainee approved by the Government as Veterinary Nursing Assistant or Lifestock Inspectors, as per the notification dated 02.12.2019. Just because the petitioners have joined some course and got a certificate and the Government is considering those persons who have undergone training in a particular skill, the petitioners cannot connect things unconnected to each other and claim a relief before this Court. If, at any point of time, the Government has taken a decision of considering those persons who have obtained a certificate in Veterinary
Nursing Assistant to be posted as Lifestock Inspectors - Grade II, the petitioners can wait for the recruitment notification that might be given in this regard and thereafter apply to the said post and participate in the selection process. This writ petition is nothing but a premature one which is filed without any legal entitlement.
6. Thus, this Writ Petition is dismissed. No costs. Connected miscellaneous petition is closed.
