K.KALYANASUNDARAM.,J This petition has been filed by one Mr.K.Paramasivam, to implead him as respondent in the above Writ Petition.
2. According to the petitioner, originally Parambikulam-Aliyar Project water was released to three zones consisting of 2,02,000 acres lands, but subsequently, it was extended to four zones having total extent of 3,77,152 acres. His grievance is that in the previous years, every zone was getting water once in 18 months, but after expansion they could get water once in two years. Hence, he is a necessary party in the above Writ Petition.
3. A brief counter affidavit has been filed by the Writ Petitioner stating that the proposed respondent is a beneficiary of Thirumoorthi Dam through PAP Scheme and he is not concerned with Nallar River. Further, neither the Writ Petitioner nor its members have any concern with the irrigation right of Ayacuthars of PAP Scheme and hence the proposed respondent is not a necessary party.

After going through the affidavit and counter affidavit, this Court is of the opinion, that the grievance projected by the proposed respondent is nothing to do with the prayer sought for in the Writ Petition, nor, he is not interested in the outcome of this Writ Petition. In that view, the implead petition is dismissed as devoid of merits.
