The petitioner has come forward with this Writ Petition seeking to call for the records relating to the order bearing Na.Ka.No.49204/2003/C1, dated 26.03.2004 on the file of the respondent and quash the same.

2. Learned counsel for the petitioner submitted that the communication sent by means of registered post to the petitioner for getting instructions was undelivered, due to in-valid address.
