The learned counsel appearing for the petitioner is directed to take substituted service to the second respondent, by way of paper publication in one issue of the Tamil daily newspaper "Makkal Kural" circulated in the District of Pondicherry by mentioning the date of hearing as 16.08.2023.

2. As per the order of this Court dated 18.07.2023, the High Court Legal Services Committee has appointed Ms.S.Hemamalini, legal aid counsel, as counsel for the first respondent.

3. Registry is directed to print the name of Ms.S.Hemamalini, as counsel for the first respondent and post the matter on 16.08.2023.
