Mr.V.S.Suresh, a practicing lawyer, claiming himself to be a Public Interest litigant, seeks to implead himself as the 5th respondent in W.P.No.17365 of 2019, on the grounds that he had occasion to visit his friend at Sri Mahalakshmi Nagar, Noombal, Chennai, situated within Thiruverkadu Municipality limit. According to him, in that area, there is no drainage or sewerage facility. He has further stated that, slit catch pits, at every 30 meters interval have been closed by sand and other waste. He has further submitted that Municipal authority should be directed to prevent linking of sewerage and drainage water into Strom water drains and to adopt regular methods. Thus on the above pleadings, he has sought for impleading.

2. This Court, has already sought for details as to how, Strom water drains is constructed and that the respondents have filed a detailed report. Contention of the petitioner/advocate is that there are no sewerage and

dpq drainage facilites in the area stated supra, is not the subject matter of the instant writ petition. Precisely, on the materials placed, we are of the view that, in the subject matter of the writ petition, petitioner is not a necessary and property party, for impleadment. Without the presence of the petitioner the issue raised by us can be answered by the respondents for the reasons stated supra.
