PRAYER:
Writ Petition is filed under Article 226 of Constitution of India praying to issue a writ of mandamus directing the first respondent to pass orders on the proposal submitted by the third respondent from the year 2014, lastly submitted on 26.03.2022 and to ratify the appointment of the petitioners in the post of Unskilled worker in the third respondent Corporation from the date of initial appointments, with all consequential and other attendant benefits, within a time frame to be fixed by this Court.

This writ petition has been filed for direction to the first respondent to pass appropriate orders on the proposal submitted by the third respondent.

The petitioners were appointed as Unskilled worker in the third respondent Corporation from 25.02.2011 to 22.08.2013. As per GO.Ms.No.338 Finance (Pay Cell) Department dated 26.08.2010, the services of the petitioners have been regularised, whereas the proposal for ratification of their appointment sent by the third respondent is pending on the file of the first respondent.

Heard, the learned counsel appearing on either side. 4.
The petitioners have been appointed in the unskilled post. Though they were regularised as per GO.Ms.No.338 Finance (Pay Cell) Department dated 26.08.2010, they were not considered from their initial date of appointment for regularisation. Subsequently, the petitioners have also qualified with Diploma in Civil Engineering. 5.
Considering the above facts and circumstances of the case, the first respondent is directed to pass appropriate orders on the proposal submitted by the third respondent dated 26.03.2022 on merits and in 3/7
accordance with law within a period of twelve weeks from the date of receipt of copy of this order. It is made clear that the case of the impleaded respondents may be considered for promotion after appropriate orders passed by the first respondent. 6.
With the above direction, this writ petition is disposed of. There shall be no order as to costs.
