O R D E R
The petitioner seeks a direction to the respondent to renew the petitioner's certificate of dentistry in Part B as per G.O.Ms.No.69/Health/82 dated 21.05.1982.

It is the case of the petitioner that he has registered as a Dentist as provided under Part B of the Dentists Act, 1948 and in pursuance of G.O.Ms.No.184/D3(H)/78 dated 13.12.1978 and his license was renewed till 31.12.2023. It is the further case of the petitioner that from the date of his registration, he was continuously practicing as Dentist. The petitioner made an application for renewal of certificate, but it has not been renewed. Hence, the petitioner filed a writ petition before this Court in W.P.No.6108 of 2024 and this Court disposed of the writ petition with a direction to dispose of the application of the petitioner within a period of four weeks. Thereafter, the third respondent advised the petitioner to attend the meeting on 20.03.2024 and to produce the proof of clinical practice for 5 years during the preenactment period i.e., prior to 29.03.1948. The petitioner produced the 2/5
certificate pertaining to 5 years of practice on the date of appointment of the Dental council for the Union Territory of Pondicherry. However, no decision has been taken and only the minutes of the meeting has been recorded. Hence, the petitioner came forward with the present writ petition.

The learned Additional Government Pleader (Pondy), on instructions, would submit that though no final orders has been passed, it has been recorded in the minutes that the petitioner's request has been rejected and therefore, it is the contention of the learned Government Pleader that the petitioner ought to have challenged the decision taken in the meeting instead of filing a writ petition for mere mandamus.
4. I have perused the entire materials available on record.
5. On a perusal of the minutes of the meeting, it is seen that the petitioner has participated in the meeting and certain queries have been raised, but no final order has been passed by the authorities. 3/5

In such view of the matter, the respondents are directed to pass final orders on the application of the petitioner as per law within a period of one month from the date of receipt of a copy of this order. With the above direction, this writ petition is disposed of. There shall be no order as to costs.
