In view of the above, the application is allowed. The applicant is impleaded as a party respondent and, accordingly, the amended cause title be filed within a week.

Learned counsel for the newly impleaded party respondent is not inclined to file a counter as he would be relying on the application containing all the grounds to be taken by him to oppose the writ petition.
