W.M.P. No. 20909 of 2019 in W.P. No. 7380 of 2018 Since the proposed Respondents are the competent authorities under the relevant statute to register the death of the father of the Petitioner for which purpose the Writ Petition has been filed, they are necessary parties and have to be impleaded.

The Fourth Respondent shall ascertain and file a report whether the death of A. Duraikannu @ Venu has been registered in the records maintained by the Corporation of Chennai on the basis of Medical Certificate dated 28.05.2012 produced by the Petitioner for the cause of the death in the additional typed-set dated 25.07.2019. Post the matter on 20.08.2019.
