This petition has been filed for the issuance of Writ of Mandamus, directing the respondents 1 and 2 to grant NOC in favor of the petitioner to apply for issuance of a passport before the third respondent within a time frame to be fixed by this Hon'ble Court and forthwith remove the name of the petitioner from the "Rowdy List" on the file of the first and second respondent.
2. Heard both sides.
3. The petitioner submitted a representation to the respondents 1 and 2 for issuance of No Objection Certificate to apply for issuance of passport before the third respondent. The petitioner directly cannot seek
for any No Objection Certificate. Once the petitioner applied for issuance of passport, then the third respondent will ask for petitioner's conduct from the Jurisdiction Police.
4. That apart, the learned Government Advocate (Crl.Side) submitted that the petitioner is a history sheeter and he is a habitual offender and facing so many cases.
