2.R4 is the owner of the offending vehicle and he remained ex-parte before the Tribunal.

4.The learned counsel for the respondents 1 to 3 is required to file his vakalat.

5.Both the petitions are allowed as prayed for.

6.The Registry is now required to post the petition for condonation of delay in filing the Appeal.
