Mr.D.Ravichander, learned Special Government Pleader accepts notice for the respondent and is armed with necessary instructions to enable a final disposal of this Writ Petition, even at the stage of admission.

2. The petitioner makes a plea for mandamus directing the respondent, being the Principal of the Tamil Nadu Government M.G.R Cinema and Television Training Institute to include the name of the petitioner in the list of candidates to be interviewed for the course Bachelor of Visual Arts [Animation and Visual Effects].

3. Admittedly, the application of the petitioner for the aforesaid course is itself defective for the reason that relevant certificates, being original mark sheets and transfer certificate from the school, have not been enclosed. Learned counsel for the petitioner states that the school has not issued the same, since there are arrears of fees.

4. As an aside, this Court may point out that withholding of certificates in any way by the school cannot be countenanced as the school can hold no lien on the academic certificates of a candidate, though it may resort to other legal measures for recovery of fee/charges.

5. Be that as it may, and having said so, this Court is unable to issue mandamus as prayed for, since the eligibility of the candidate for the admission to the course/interview to be conducted, is wholly dependent on the application Pg.No.2/4

filed by her and her credentials, all of which are to be determined by the admitting institution.

6. In light of the aforesaid and particularly for the reason that the application filed by the petitioner is, admittedly, defective, unfortunatley, this Court is unable to come to the aid of the petitioner for the plea sought.

7. This Writ Petition and the connected Miscellaneous Petition are dismissed. No costs.
