Respondents Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, to call for the records relating to the order of the second respondent in Proceedings Na.Ka.No.11119/D4/2007 dated 25.01.2008 as well as the order of the first respondent in G.O.No.(2D) No.138 Higher Education (F2) Department dated 10.11.2006, and quash the same and consequently direct the respondent to continue to retain the lien of the petitioner with the State Government herein in the Tamil Nadu Collegiate Education Services and grant all accrued benefits, such as, notional promotion as Lecturer (Selection Grade) and advance increments for obtaining Ph.D with effect from the date when the same became due.
