ORDER
This writ petition has been filed for the issuance of a Writ of Mandamus directing the respondents to deal with the application submitted by the petitioner, wherein the petitioner is seeking for a family tree certificate.
2. Heard Mr.S.Doraisamy, learned counsel for the petitioner and Mr.T.M.Rajangam, learned Government Advocate for the respondents.
3. The case of the petitioner is that he belongs to Konda Reddis community which is classified as Scheduled Tribe community. The Revenue Divisional Officer, Thiruttani issued community certificate to the petitioner and his children in the year 2018. According to the petitioner, every time the family members of the petitioner are driven from pillar to post in order to obtain the certificate and therefore the petitioner submitted an application seeking for a family tree certificate. According to the petitioner, the names of the following persons must be included in the family tree certificate.

4. A writ petition was filed before this Court in W.P.No.38306 of 2024. The said writ petition was disposed of by an order dated 18.12.2024 and the relevant portions are extracted hereunder:
"
4. From the above, it could be seen that the community certificate of Mr.K.M.Parthasarathy, the third petitioner was issued pursuant to a direction issued by this Court. Therefore, there cannot be a verification of that certificate even at the instance of the State Level Scrutiny Committee. Similarly when an attempt was made to enquire into the communal status of the first petitioner, Mr.K.P.Dinesh Kumar, who happens to be the son of the third petitioner Mr.K.M.Parthasarathy, a Writ Petition was filed in this Court by him in W.P.No.32374 of 2022, wherein a Division Bench had by its order dated 11.01.2024 held that there cannot be a verification of the community certificate of the petitioner therein viz., K.P.Dinesh Kumar (the first petitioner). In view of the same there cannot be any further verification of the community 3/7
certificate issued to the first petitioner also.

As regards the petitioners 2,4,5,6, 7 and 8, while the petitioners 4 and 5 are the brothers of Mr.K.M.Parthasarathy, who has been held to belong to the Scheduled Tribe Community viz., Konda Reddis by this Court. The second petitioner is the daughter of Mr.K.M.Parthasarathy and petitioners 6 to 8 are the children of the brothers of Mr.K.M.Parthasarathy, so they will also be covered by the orders of the Division Bench as well as the Single Judge referred to supra. However, it will be open to the State Level Scrutiny Committee to verify only the relationship as far as these petitioners are concerned.

As far as petitioners 9 and 10 it is stated that they are the sister's children of Mr.K.M.Parthasarathy and the 11th petitioner is the husband of the 2nd petitioner K.P.Durgalakshmi, we do not think we can pronounce upon their status in these proceedings. It will be open to the State Level Scrutiny Committee to conduct a verification if desired and pass appropriate orders after following the procedure prescribed in the manual. There shall be no order as to costs. Consequently, the connected miscellaneous petition is closed."
5. Pursuant to the above order, the petitioner submitted an application before the Tahsildar to issue relationship certificate. Since the same was not 4/7
acted upon, the petitioner addressed a representation to the Revenue Divisional Officer, Thiruttani and also to the District Collector, Thiruvallur. The same also did not evoke any response. It is under these circumstances, the present writ petition came to be filed before this Court.
6. When the matter was taken up for hearing, Mr.S.Doraisamy learned counsel for the petitioner produces some of the family tree certificates that have been issued in other cases. He submitted that ultimately the legal heirship certificate issued by the revenue authority is nothing but a relationship certificate and hence the application submitted by the petitioner has to be considered and family tree certificate has to be issued by the respondents.

Taking into consideration the facts and circumstances of the case and considering the materials placed before this Court and also taking note of the earlier order passed by this Court in W.P.No.38306 of 2024 dated 18.12.2024, there shall be a direction to the respondent to act upon the application submitted by the petitioner, conduct an enquiry and issue the family tree certificate in the proper format within a period of six weeks from the date of receipt of a copy of this order.
8. This writ petition is disposed of in the above terms. No costs. 5/7
