For Petitioner : Mr.S.Gnaneswaran Party-in-Person
ORDER
[Order of the Court was made by S.S.SUNDAR, J.,] (1)The present writ petition has been filed seeking for issuance of a writ of mandamus directing the respondent to install the surveillance cameras in public places, where Central Metro Railway work is going on in Chennai in the interest of general public.
(2)Though this Court has no doubt as to the bona fides in this litigation, the petitioner/party-in-person has approached this Court without even impleading the State or any law enforcing agencies. A writ petition, normally cannot be entertained against a private body which is not a State. In the present case, the petitioner has not made any serious allegation against private body. However, he seeks a direction to the private body in this writ petition. It is not the case of petitioner that the respondent is under a statutory obligation to install CCTV cameras. (3)The writ petition as against the respondent is not maintainable as they are not amenable to the jurisdiction of this Court under Article 226 of Constitution.
(4)Hence, the writ petition stands dismissed. No costs. [S.S.S.R., J.] [N.S., J.] 26.07.2024 AP Internet : Yes To The Managing Director Chennai Metro Rail Limited Anna Salai, Nandanam Chennai 600 035.
