Writ petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus to direct the 1st respondent herein to process petitioner's application for planning permission submitted to the 1st respondent on 15.05.2012 for the property situated in Survey No.484/2 of Mogappair Village, Thiruvallur District, without insisting upon No Objection Certificate from the second respondent in the circumstances of the case.
