ORDER
The petitioner had joined B.Tech (Civil Engineering) Course in the SRM Institute of Science and Technology, hereinafter referred to as R3. He discontinued his studies after the 7th semester.
2. The petitioner seeks a mandamus directing the Chancellor SRM University and the Principal, SRM Institute of Science and Technology, being R2 and R3, to issue Transfer Certificate, 7th Semester Mark Statement and Conduct Certificate and to return the 12th Mark Sheet as well as other certificates submitted by the petitioner at the time of his admission. The petitioner states that he has made a representation to aforesaid effect on 05.07.2023.
3. It is a settled position that an educational institution cannot withhold the certificates of a student submitted at the time of admission citing arrears of fees, as in the present case. There is thus a direction to R3 to forthwith issue the requisite certificates and return original certificates of the petitioner in their possession within a period of four weeks from date of receipt of a copy of this order.

Needless to state, the respondents are at liberty to take appropriate action as provided for under law to recover arrears of fees, if any.

This writ petition stands disposed in terms of this order. No costs.
