.Respondents PRAYER : Petition filed under Article 226 of the Constitution of India, praying to issue a writ of Certiorarified Mandamus to call for the records of the first respondent herein relating to Circulat No.13/2002(PPa.2/12819/2002) dated 16.04.2002 and quash the same and consequently direct the second respondent to register the petitioner's Educational Qualification viz., B.Ed degree in the second respondent employment exchange without the production of Evaluation Certificate.
