Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorari calling for the records on the file of the 3rd respondent herein bearing Ref.No. 3760/PW/EEI/DB/C-20/Culvert/ 2018-19 dated 08.03.2019 and quash the same as illegal and invalid since the same is not in accordance with the site condition.

2. We have heard Mr.V.Vasantha Kumar, learned Additional Government Pleader for respondent Nos.1 to 3 and Mr.K.S.Karthik Raj, learned counsel for respondent Nos.4 and 5.

3. The learned Additional Government Pleader submits that the 4th and 5th respondents had applied for permission for construction of RCC culvert across irrigation channel. The third respondent accorded temporary permission on 08.03.2019 to respondent Nos.4 and 5 to construct RCC culvert within a period of six months. The same could

not be constructed. Now, the permission has expired. The application of the 4th and 5th respondents for renewal of permit extending the time is also rejected on 14.12.2022.
