(By the Hon'ble Acting Chief Justice) This Writ Petition has been filed for a direction to the respondents to establish Chennai based Tamil University as Head Quarter with the management of renowned Tamil Scholars with autonomous power. 2/4

When the matter is taken up for hearing, learned State Government Pleader, by referring to the counter affidavit affirmed by the Secretary to Government, Tamil Development and Information Department, Chennai, contended that a Tamil University was already formed in the year 1981 at Thanjavur and it has been functioning effectively for Tamil Research and Development as on date. He further contended that the Directorate of Tamil Development, International Institute of Tamil Studies, Tamil Etymological Project, Tamil University, Madurai Ulaga Tamil Sangam have been effectively functioning under the able administrative control of the 1st respondent herein. Therefore, he prayed that the prayer sought for in this Writ Petition is not at all warranted.

3. On going through the counter affidavit, it is seen that effective steps were already taken for development of Tamil language and exclusive Tamil University had also been established for the above purpose. Moreover, further establishment of Tamil University or any other establishment falls within the purview of the policy decision to be taken by the Government and this Court cannot compel the Government to take a decision in a particular manner. For the said reason, we are not inclined to issue a direction as sought by the petitioner. 3/4
