O R D E R

The prayer in the writ petition is to issue a Writ of Mandamus directing the respondents to return the original certificates to the petitioner.

2.Heard learned counsel appearing for the petitioner and learned counsel appearing for the first respondent and learned Special Government Pleader appearing for the second respondent.

3.The grievance of the petitioner is that he joined B.E. Course in the third respondent-College during the academic year 2016-2017. Due to his ill-health and other reasons, he decided to withdraw from the college and disconnect his studies. When he applied for Transfer Certificate, the third respondentCollege refused to give certificate and demanding money. Hence, he has filed the present writ petition.

4.After notice, the learned standing counsel appearing for the first respondent/Anna University has ascertained from the third respondent-College that they are ready to give the certificate of the petitioner herein at any time and they are not demanding any money contra to the University Guidelines. He also submits that already instruction has been given to all the Colleges affiliated to the Anna University that the Management should not retain the original certificate of the students at any cost.

5.Recording the submission of the learned standing counsel appearing for the first respondent/Anna University, this writ petition is disposed of with a direction that the third respondent-College shall handover the original certificate of the petitioner herein, on obtaining due acknowledgement from the petitioner herein, without demanding any money other than they are entitled as per the guidelines of the Anna University. No costs.
