Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the first respondent to pass orders on the proposals submitted by the second respondent in Letter No.Nir-7 (2)/6227/2001 dated 13.03.2002 for regularization of the petitioner's services in the post of Junior Assistant with effect from 01.11.1995 and grant him all consequential benefits including promotion on par with the petitioner's junior.
