Prayer : Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus, directing the respondents to grant the time scale of pay to the petitioner notionally with effect from the date of initial appointment as Sweeper in light of the G.O.Ms.No.22 Personnel And Administrative Reforms Department, dated 28.02.2006 and consequently direct the respondents to give service and monetary benefits with all consequential benefits.

This writ petition has been filed for issue of writ of mandamus directing the respondents to grant the time of scale of pay to the petitioner notionally with effect from the date of initial appointment in the light of the G.O.Ms.No.22 Personnel and Administrative Reforms Department, dated 28.02.2006 and consequently to provide the service and monetary benefits to the petitioner. 2.Heard Ms.S.Esairani Narasimman, learned counsel appearing on behalf of the petitioner and Mrs.E.Ranganayaki, learned Additional Government Pleader appearing on behalf of the respondents. 2/4

3.On going through the records, it is seen that the petitioner had joined in the year 1990 as a part time Sweeper for a consolidated pay. He has ultimately retired in the year 2018. All of a sudden in the year 2024, a representation is made to the respondents seeking for time scale of pay. The petitioner never took any such efforts when he was in service and petitioner suddenly woke up from a deep slumber and he is trying to take advantage of the orders passed for the others who had approached the Court on time and had got the benefits. The relief sought for by the petitioner is hit by latches. 4.In view of the above, this writ petition stands dismissed.
