This writ petition is disposed of at the time of admission considering the fact that the representation dated 13.08.2021 of the Petitioner has not received attention.
2. This writ petition has been filed without give any breathing time to the Respondents to respond to the Petitioner's representation dated 13.08.2021. Nevertheless, the writ petition is being disposed only by directing the Respondents to pass appropriate orders in the light of the decision of the Hon'ble Supreme Court in State of Punjab and others vs. Chammanlal Goyal in 1995 (2) SCC 18 which was followed by this Court in W.P.No.17697 of 2018 vide order dated 05.03.2013 and that of the decision of the Division Bench of this Court in The Principal Secretary to Government, HHT & K Department and another vs. V.Kandasamy in W.A.No.646 of 2021 vide order dated 15.09.2021. The first Respondent is therefore directed to pass appropriate orders on merits and in accordance with law.

Therefore, this writ petition is disposed by directing the first Respondent to consider the representation dated 13.08.2021 of the Petitioner and pass appropriate orders on merits and in accordance with law, duly considering the decision of the Hon'ble Supreme Court in State of Punjab and others vs. Chammanlal Goyal in 1995 (2) SCC 18 and that of the Division Bench of this Court in The Principal Secretary to Government, HHT & K Department and another vs. V.Kandasamy in W.A.No.646 of 2021 vide order dated 15.09.2021 and the Single Bench of this Court order in W.P.No.17697 of 2018 vide order dated 05.03.2013, within a period of six weeks from the date of receipt of a copy of this order.
4. This writ petition is disposed with the above directions. No costs.
