2.This Court heard the learned Special Government Pleader appearing
for the petitioners. It appears that the respondents have filed caveat and therefore, the learned counsel for the respondent is present before this Court today. She has no serious objection for condoning the delay. This Court is also convinced with the reasons stated in the affidavit filed in support of this petition.
