ORDER
The writ petition has been filed to direct the 1 st respondent to consider the representation dated 06.06.2025 and take appropriate action against corrupt officer, Mr.C.Vijayakumar, who is currently serving as the Assistant Divisional Engineer, Thiruppur North Division.
2. The petitioner, a resident and employee of Thiruppur District, states that road restoration works are being carried out in the area. However, the petitioner observed that the materials used were substandard, and the workmen were reckless, performing their tasks in a haphazard manner. Further investigation revealed that Mr. C. Vijayakumar, the Assistant Divisional Engineer of Thiruppur North Division, was overseeing these works and Page No.2 of 6
allegedly engaging in corrupt practices, swindling public money in active collusion with other officers and contractors.
3. In this regard, the petitioner submitted a representation dated 06.06.2025, bringing these irregularities to the notice of the authorities. However, the representation has yet to be considered by the respondent. Hence, the petitioner is constrained to move the present writ petition.
4. At this juncture, the learned Government Advocate appearing on behalf of the respondents would strongly object the contention of the petitioner and submitted that there is absolutely no fault on the part of Mr.C.Vijayakumar. The learned Government Advocate further contended that since the petitioner's employer was not in a position to get tender and to wreak vengeance, they have given a false complaint against Mr.C.Vijayakumar. If at all the petitioner has got any grievances he may only have to approach the Vigilance and Anti Corruption Wing and he cannot approach higher officials. Page No.3 of 6
5. It is brought to the attention of this Court by the learned Government Advocate that the 3 rd respondent has not received any complaint from the petitioner. The petitioner has not filed acknowledgement for having issued representation to the 3 rd respondent.
6. I have given my anxious consideration to the submissions made by both sides.
7. While looking into the representation dated 06.06.2025 it was found that it was addressed to seven individuals, whereas the petitioner was able to produce acknowledgement only against the 1 st respondent. Unless the other respondents are served, it would be difficult for the authorities to consider the complaint.
8. Therefore, the present Writ Petition is dismissed. However, the petitioner is granted liberty to send a representation to the respondents, and if Page No.4 of 6
any such representation is received, the respondents are directed to consider it on its own merits and in accordance with law, after issuing notice to the concerned individuals. No costs.
