IN THE HIGH COURT OF JUDICATURE AT MADRAS
DATED : 25.07.2025

THE HONOURABLE MR.JUSTICE C.KUMARAPPAN M.Unnamalai ... Petitioner Vs.
The Joint Registrar, Office of Joint Registrar of Co-Operative Society, 4th Floor, A-Block, District Collectorate, Thirupathur District - 635 601.
... Respondent Prayer:
Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus to direct the respondent to consider petitioner's representation dated 03.06.2025 and include petitioner's name in the selection list in Notification No.1/2024 dated 21.05.2025 on the basis of the representation submitted by the petitioner dated 03.06.2025.
For Petitioner : Mr.T.Arul For Respondent : Mr.M.Muthusamy Government Advocate
O R D E R
Mr.M.Muthusamy, learned Government Advocate takes notice on behalf of the respondent. By consent, the writ petition is taken up for 1/4
final disposal at the admission stage itself. 2.The petitioner has filed this writ petition seeking issuance of Writ of Mandamus to direct the respondent to consider petitioner's representation dated 03.06.2025 and include petitioner's name in the selection list in Notification No.1/2024 dated 21.05.2025 on the basis of the representation submitted by the petitioner dated 03.06.2025. 3.The learned counsel appearing for the petitioner would submit that the petitioner participated in the interview called for by the respondent on 26.11.2024. It is the further contention of the petitioner that she is fully qualified to be appointed in the post of Salesman, however in the selected list, her name does not find a place. Therefore, the learned counsel would submit that the petitioner studied her education through Tamil Medium. Therefore, she is eligible under Special Category PSTM. In this connection, the petitioner has sent representation on 03.06.2025 and such representation is pending with the respondent.
4.The learned Government Advocate would submit that there is no specific Category for PSTM provided in the recruitment Notification 2/4
and apart from that selection list has already been published on 21.05.2025. Therefore, there is no merit in the writ petition. 5.I have given my anxious consideration to either side submissions.
6.Though the learned Government Advocate would submit that there is no merit in the writ petition, the fact remains that the petitioner's representation dated 03.06.2025 is pending with the respondent. In view of the said factual position, without going into the merits of the writ petition, this Court deems it appropriate to direct the respondent to consider the petitioner's representation dated 03.06.2025, upon its own merits and in accordance with law and pass orders, within a period of eight weeks from the date of receipt of a copy of this order.
7.The writ petition is disposed of. No costs. 25.07.2025 pri Index: Yes/ No Speaking Order: Yes/ No NCC: Yes/ No 3/4
