..Respondents PRAYER : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the respondent to consider the representation of the petitioner dated 16.10.2025 and to pass appropriate orders pertaining to the compassionate appointment of the petitioner in the place of the deceased V. Ravindran died on 15.10.2023 who worked as security with the first respondent corporation and pass orders. For Petitioner:

ORDER

The writ petition has been filed seeking a mandamus to the respondents to consider the representation of the petitioner dated 16.10.2025, to appoint him on compassionate grounds in the office of the 1st respondent, in the place of deceased V.Ravindran.

2. The petitioner would submit that he is the care taker of V.Ravindran, who worked as Security in the Mechanical Department of the 1st respondent. The said Ravindran had died on 15.10.2023 on account of illness. The deceased is unmarried and his father and his sister had pre-deceased him, and that there is no one else to take care of him except the petitioner. The petitioner would submit that his name was shown as nominee in the S.R. Book of the deceased Ravindran, and on this ground, he seeks employment in the 1st respondentCorporation on compassionate ground. However, this was refused by the authorities and it had directed him to produce the succession certificate issued by the Court.

The grievance of the petitioner is that in order to obtain a succession certificate, a copy of the SR book of the deceased Ravindran, authorising the petitioner as his nominee or a certificate issued by the 1st respondent certifying petitioner as the nominee of the deceased Ravindran, is essential. In this regard,

the petitioner had submitted a representation on 16.10.2025 requesting to furnish the aforesaid documents and to consider his candidature for compassionate appointment in the 1st respondent-Corporation. Since, there is no response to his request, the petitioner is before this Court.

4. Heard the learned counsel on either side and also perused the materials placed on record.

5. Though the limited scope of prayer in this writ petition is to consider the petitioner's representation dated 16.10.2025, this Court without expressing any opinion on the merits of the case, directs the second respondent to consider the representation of the petitioner and pass orders within a period of six weeks from the date of receipt of a copy of this order.
