Petition is filed to condone the delay of 81 days in filing the above appeal.

As regards respondents 15 to 45 are concerned, the petitioner has given up respondents 15 to 45 for the reason that as they are only pro forma parties, they are not necessary parties in the writ appeal. A memo has also been filed to that effect.

The official respondents have no objection for allowing the petition.

Being satisfied with the reasons stated in the affidavit filed in support of the petition, the delay is condoned. The petition is allowed.
