By consent of learned counsel on both sides, this writ petition is taken up for final disposal at the admission stage itself.

2. The present writ petition is filed praying for a writ of Mandamus to direct the respondents to issue patta based on the petitioner's representation dated 27.06.2022.

3. It is submitted by the learned counsel for petitioner that petitioner submitted a representation to the respondents seeking issuance of patta in respect of the property comprised in Old Survey No.80/1B2A, New Survey No.80/3 measuring an extent of 0.77 cents, situated at Serppakkam Village, Uthiramerur Taluk, Kancheepuram District. It is stated that the same has not been considered by the respondent till date. Aggrieved, petitioner has filed the present writ petition.

4. At the outset, it is submitted by Mr.P.Sathish, learned Additional Government Pleader for respondents that petitioner may submit an online application before the appropriate respondent. If any such application is filed, the same would be considered and appropriate orders, if it is otherwise in order. Agreed to by the learned counsel for petitioner. 2/4

5. In view thereof, the writ petition stands disposed of on the following terms. It is open to the petitioner to take out an online application for issuance of patta before the appropriate authority. If any such application is filed, the appropriate respondent shall consider the same and pass orders in accordance with law after affording the petitioner and other interested parties a reasonable opportunity of hearing.

5.1. Though facts have been set out extensively in the affidavit, this Court does not propose to deal with it while leaving it open to the respondents to call for any document/conduct enquiry, if any, while considering the petitioner's representation.

5.2. It is made clear that this Court has not expressed any views with regard to the merits of the case and it is open to the concerned respondent to consider the matter on its own merits and in accordance with law. Rights and contentions of the petitioner and all other interested parties are left open. No costs.
